1. Compliance & Conduct Requirements
ADP respectfully expects all clients, employees, visitors, appointment seekers, job applicants, contractors, traders, brokers, companies, and all individuals interacting with the organization to fully comply with ADP’s rules of conduct, ethical standards, and general safety requirements.
Violations of company rules will result in fair and proportionate disciplinary action, including termination of employment or cooperation when necessary to prevent further misconduct.

2. Authorization for Signing Contracts & Legal Documents
All Agreements, Contracts, MOUs, Pay Orders, Commitment Letters, Promissory Notes, Post‑dated Cheques, Draft Cheques, and Manager Cheques require prior written approval from the ADP Board of Directors and Compliance Department.
Representatives, promotion agents, intermediaries, or coordinators are not authorized to sign or issue any legal or financial document on behalf of ADP. Their role is strictly limited to presenting ADP services and negotiating within ADP rules without any fee or charge.
Before signing any document with someone claiming to represent ADP, send an inquiry to:

Only after receiving a signed and stamped approval may you proceed.
3. Confidentiality & Non‑Disclosure of Board Members
The names of ADP Board Members are intentionally withheld in accordance with international facilitation protocols, confidentiality standards, and non‑political operational requirements. This protects the neutrality, security, and independence of the platform and prevents external influence, political pressure, and conflict‑of‑interest risks.
Policy 2: Global Operational, Anti‑Fraud & Authorization Policy
1. Organizational Mandate
ADP is a financial and multi‑services organization with Board Members, Trade Members, Shareholders, Employees, Legal Mandates, Representatives, Intermediaries, and Contractors worldwide (except UN‑sanctioned countries). ADP maintains legal business relationships in both public and private sectors across multiple countries.
This policy protects ADP and its clients from cheaters, financial criminals, scammers, traitors, hustlers, and misusers of ADP’s name or reputation. ADP complies with ICC, UNECE‑PPP, ICB, and all applicable local laws.
2. Business Parameters
ADP provides services according to ICC, UNECE‑PPP, and host‑country laws to support national and international trade, enhance domestic markets, and boost economic growth.
Prohibited Activities:
- No transactions with UN‑sanctioned countries.
- No project awards without full Due Diligence and International Competitive Bidding.
- No representative may award contracts without full evaluation and approval from ADP Head Office.
- ADP rejects any transaction resembling money‑laundering or prohibited by banking rules, ICC, or host‑country law.
3. Board Authorization Requirements
All transactions, contracts, deals, partnership agreements, and JV agreements require written legal confirmation from the CEO/President or ADP Board of Governors.

Avoid any deal not approved through these emails or not signed by the CEO/President.
4. ADP Service Integrity
ADP never asks for upfront fees or charges from clients. Paying any amount to ADP staff is strictly prohibited and classified as bribery.
If anyone asks for money or percentage, report immediately.
5. Policy for All Bidders & Contractors
- All applicants must bear their own bid, travel, accommodation, and proposal expenses.
- ADP acts as a financier and project management organization, not a project owner.
- If a borrower country cancels its project, ADP may terminate the contractor’s agreement.
- Contractors may collect bid security without deduction.
- Payment is made only for completed work according to BOQ.
- Contractors may not subcontract more than 10% of project work.
- Any contractor involved in illegal payments will be blacklisted for 10 years.

ADP may charge penalties to failed contractors and will pay 2% penalty for delayed payments or agreed services.

ADP Platform operates strictly as an independent, private facilitation advisory and trading entity. ADP is not a bank, financial institution, lender, or issuer of financial instruments. Although ADP holds certain financial licensing, all financial instruments, guarantees, comfort letters, proof of funds, or related documents are issued exclusively by licensed banks, regulated financial institutions, or verified ADP-associated firms. ADP does not issue, sell, lease, trade, or guarantee any financial instrument.
All services provided by ADP are limited to lawful facilitation, coordination, documentation support, compliance guidance, and project structuring within PPP, 17- SDG-aligned development, and international trade frameworks. ADP does not collect upfront fees for advisory or facilitation services. Any financial obligations, charges, or costs related to banking instruments or project funding are handled directly between the client and the licensed issuing institution.

ADP shall not be held liable for any decisions, actions, or outcomes resulting from third-party institutions or client-side financial arrangements.
